Crest gate work awarded sans KBJNL nod

The allegations of corruption running high in the maintenance of the Narayanpur Dam and its canals in the district has continued with the authorities in the Water Resources Department giving contract to a private party to erect crest gate number five of the dam without sanction from the technical committee of the Krishna Bhagya Jala Nigam Limited (KBJNL).

It may be mentioned here that the crest gate number five of the Narayanpur Dam was washed away on October 4, 2005, leading to huge loss in the water stored for irrigation.

However, as the Water Resources Department does not have even a single expert who could erect a new crest gate of a dam, the KBJNL gave the contract of erecting the new crest gate to the Ahemadabad-based Hardware & Tools Company. The process of erecting this new crest gate is under way now and would be completed by June.

Sources in the Narayanpur Dam Operations & Maintenance Division, which comes under the KBJNL, told ‘Deccan Herald’ that the contract for erecting the new crest gate had been given to this Ahemadabad-based company for Rs one crore and the company had been asked to complete the work by June, prior to the beginning of monsoon.

According to norms, the KBJNL technical committee has to submit its report first and then the contract could be awarded through competitive bidding. However, in the Narayanpur Dam case, the technical committee is yet to give its report, but the contract for erecting the crest gate has already been awarded.

Sources stated that the authorities were forced to award the contract without a report from the technical committee due to the political uncertainty in the State in January, as it would have delayed the work of erection of the crest gate in time. The authorities are sure to get the nod from the technical committee later.

Right from the inception of the Upper Krishna Project (UKP), of which the Narayanpur Dam is a major part, allegations of corruption and mismanagement of the dam and the canals have dogged it.

Now, the same allegations have surfaced again with regard to the contract given to erect the new crest gate.

Moreover, it may be mentioned here that, even though the crest gate number five was washed away on October 4 and the then Water Resources Minister M Mallikarjun Kharge had stated that the inquiry report would be available within 15 days, the committee constituted under retired engineer D N Desai to look into the issue is yet to submit its report.
